For bangles, sizing is based on the hand, not the wrist. You'll want to choose a size that fits comfortably over the widest part of your hand, as bangles are not meant to be bent.

Yes! You can wear this one in the water! Just avoid chlorine, hydrogen peroxide & sulphur!
